Theresa Young - Theresa is an executive leader with over 30 years combined nonprofit and business experience. She has a deep commitment to serving as a role model to girls through volunteer service in Girl Scouts and coaching girls' sports.

Theresa is known as a high-energy, results-oriented problem solver who has successfully led large-scale organizational strategy across multiple levels of operations, including fiscal and governance oversight, and cross-functional team leadership. She has worked closely with internal and external constituents across the Delmarva Peninsula.

As a Girl Scout volunteer, Theresa served Girl Scouts of the Chesapeake Bay as a Service Unit Manager, Troop Leader, and Camp Volunteer Coordinator. An active nature and outdoor enthusiast, she also facilitated zip lining and low ropes course activities. Theresa is also a Girl Scout Lifetime Member.

Theresa and her husband have a blended family of five children, one girl and four boys. She raised her children in scouting programs and the outdoors.

The board of directors is the governing body for Girl Scouts of the Chesapeake Bay, and is responsible for advising management on financial and policy issues that shape the Council’s strategic plans.

GSCB Strategic Plan for 2025 - 2028

With the help of DANA (Delaware Alliance for Nonprofit Advancement) and a dedicated Strategic Planning Committee, GSCB is proud to share our 2025 - 2028 Strategic Framework. This framework includes our vision and our values, as well as strategies that will inform our approach to acheiving the desired outcomes.

GSUSA National Council Session and GSCB National Delegates

National delegates serve for three years and attend the National Council Session, a meeting of Girl Scouts nationwide, which happens every three years. They attend the session, elect the National Board of Directors and Board Development Committee, approve changes to the Constitution or Bylaws of GSUSA, and vote on various proposals as representatives of Girl Scouting. They also generally participate in discussion in the run-up to the National Council Session in order to better represent the Girl Scouts of the Chesapeake Bay.

National Council Session Proposal Education - Recording

During this year’s Triennial business  meeting , National Delegates will participate in two discussion topics and will be voting on three proposals that are on the 58th National Council Session agenda. These proposals will impact all Girl Scout members.  

Our council’s four National Council Delegates want to hear your thoughts on these proposals that they will be voting on so that they can represent the voice of Girl Scouts of the Chesapeake Bay.

GSUSA Girl Scout Advisory Board

The national Girl Scout Advisory Board to GSUSA is a group of middle and high school Girl Scouts who make recommendations, contribute to key initiatives, and influence decision-making processes at our national office. Advisory board members develop leadership skills, collaborate with decision-makers at GSUSA, and grow skills to prepare for college and future leadership opportunities.

Association Meetings are held at least once a year in the fall or early spring. These meetings are the method by which delegates receive information from the board of directors, discuss council governance, and offer input from Service Units.

Service Unit Delegates

Service Unit delegates and alternate delegates serve as a member of the Corporation of the Girl Scouts of the Chesapeake Bay Council to communicate governance information between the board of directors and the service unit that elected them. Delegates and alternates represent the voice of the service unit to the Board of Directors at the Annual Meeting of the council.

Service Units are allotted delegates based on the following calculation:

Each Service Unit shall be entitled to (2) delegates

(1) Additional delegate for every 75 girls thereafter

Service Unit Elections are to be held at a Service Unit Meeting between 4/1 – 6/30. Prior to the election timeframe each Service Unit Manager will receive a communication that defines their allotted number of delegates for the upcoming year.

Registered Members, ages 14+, can vote in the elections for membership delegates. This means that most of our high school Girl Scouts can vote.

The Election is presided over by the Service Unit Manager.

Following the Service Unit Election, Service Unit Managers will submit their results using the GSCB Service Unit Delegate Election Form.

Annual Meeting

Each spring, Girl Scouts of the Chesapeake Bay holds its Annual Meeting. At the meeting, delegates and council members are invited to listen to a “state-of-the-council” address by our board chair and President & CEO, as well as vote on incoming board members, and more.

We invite all members age 14+ to join us for the 2026-267 Annual Meeting being held on April 17th, 2027. Registration Coming Soon.

Influencing GSCB Policy - Proposal Management toggle arrow

A proposal is an item of business that appears in the delegate workbook for the Annual Meeting. All items to be submitted by a Corporate Member for consideration by the Corporation at the Annual Meeting must be submitted in writing to the Chair of the Board not less than one hundred (100) days prior to the Annual Meeting. The Board of Directors shall determine whether such proposals relate to matters that should properly be acted on by the Corporation.

When a GSCB Member has a concern, there is a formal communication process between the membership and the Board of Directors where their voice can be heard. Proposals related to Council policy or bylaws may be submitted by registered members of the Girl Scouts of the Chesapeake Bay, 14 years of age or older, for potential consideration by the Board of Directors.

New! 2025-26 Meet the Candidates Night toggle arrow

New this year!

The GSCB Board Development Committee (BDC) is pleased to invite members to a special Meet the Slate of Candidates event in advance of our Annual Meeting. This virtual session provides members with the opportunity to meet the individuals who will be placed on the proposed slate for vote at the Annual Meeting.

Prior to the event, registered participants will receive each candidate's biography. During the session, candidates will briefly introduce themselves and share what inspires their commitment to Girl Scouts, followed by an opportunity for member engagement.

We encourage all members to attend, learn more about the slate, and engage in this important part of our governance process.

The virtual meeting will be held Thursday, April 16th from 6:30pm - 8:00pm.
